The CP will say that we'll withdraw from Afghanistan unless Russia enacts human rights/democracy reforms generally or a specific human rights/demo reform (we haven't gotten that far on this part yet). The net benefit to the democracy/human rights reform is to be determined. The impact to pressure will just be U.S. human rights credibility and standing up to Russia is good to deter aggression.
